The main objective of CEPEC was to launch and monitor a local energy plan (LEP) in Barcelona, Malmö and Berlin. In the case of Barcelona, the Plan for Energy Improvement in Barcelona (PEIB, approved by the city council in February 2002) was identified as a strong decision-making tool allowing for the creation of comprehensive energy policy at a local level. The main goals of the project were to carry out the key actions set forth in the LEPs for the three cities, monitor execution of the LEP sand disseminate the results and information on potential LEPs and methodologies.

The proposed actions were:

  1. PV ordinance in Barcelona and evaluation of the measure in other cities.
  2. Building energy codes in Barcelona and Malmö.
  3. Energy performance contracting (EPC).
  4. Monitoring LEPs and corresponding action plans to evaluate the level of LEP success and verify the effects of the LEP policy.

The additional objective was to bolster knowledge transfer between the cities and disseminate the LEPs themselves above and beyond the specific results of the project.

The main objective of the project is to carry out the key actions determined in LEP for the three cities, to monitor the LEP execution and to disseminate the results form actions done as well as of the LEP potential and methodologies.
