Tallinn, Estonia – June 2026
On 2–3 June, partners of the IncentEU Project convened in Tallinn, Estonia, for the project’s General Meeting, bringing together representatives from across Europe for two days of productive collaboration, strategic discussions, and knowledge exchange aimed at accelerating the transition towards climate-neutral urban energy systems.
As coordinators of IncentEU, we at Aiguasol were pleased to join this important gathering, which reinforced the consortium’s shared commitment to advancing low-temperature district heating and cooling (DHC) networks powered by renewable and waste-heat sources. The meeting provided an opportunity to review project progress, align upcoming activities, and strengthen cooperation among partners working towards more sustainable and resilient urban energy infrastructures.
A key highlight of the event was the technical visit to the district heating and cooling facilities operated by Utilitas in Tallinn. The visit offered participants valuable insights into innovative energy infrastructure and demonstrated how efficient, large-scale DHC systems can successfully integrate renewable and recovered heat sources to support urban decarbonisation objectives.
Through its pilot metropolitan areas in Barcelona, Strasbourg, and Tallinn, IncentEU is developing investment-ready plans and replicable methodologies designed to facilitate the deployment and expansion of low-temperature district heating and cooling networks across Europe. The project aims to mobilise up to €30 million in investments while achieving annual reductions of approximately 20,000 tonnes of CO₂ emissions.
The General Meeting highlighted the importance of strong partnerships and cross-sector collaboration in driving the energy transition. By bringing together municipalities, technical experts, research organisations, and industry stakeholders, the project continues to build the foundations necessary for scaling sustainable heating and cooling solutions throughout Europe.
We would like to thank all project partners and stakeholders for their commitment, expertise, and active participation. The discussions and exchanges in Tallinn further demonstrated the value of collective action in addressing Europe’s climate and energy challenges.
